Brief policy plan of the SUR-SUNRISE FOUNDATION Foundation
- Introduction
The SUR Foundation aims to serve the public interest by providing material and immaterial assistance in and outside the Netherlands to people in need, in particular children and young people, regardless of skin color, language, religion, race, sect, politics or philosophy. position, class, gender, region, country or the like in terms of targeted assistance and services. We also try to provide material and intangible assistance to organizations committed to helping people in need around the world. We also try to build relationships with and provide assistance to similar organizations at national and international level. So we try to provide all kinds of material and moral assistance in kind, in money, in food, clothing, health care, education, fuel, rent, shelter, marriage, housing, housing and all other matters to conduct studies that will support all kinds of activities that will benefit society.

- Policy
The humanitarian work of the SUR Foundation is guided by the fundamental principles of humanity, impartiality, neutrality, independence, volunteerism, solidarity and universality. This is at the core of its approach to helping people in need during all kinds of circumstances such as natural disasters and others (except war zones). The people we help can trust that we are neutral, independent and impartial. Our supporters know that we are helping those most in need nationally and internationally, and our staff and volunteers see that they are part of something unique. Mutual understanding, friendship, cooperation and lasting peace between all peoples are important to us.
Around the world, when humanitarian aid is needed, the SUR Foundation always tries to be present where there is the greatest need thanks to our friendly volunteers.
Goal:
The foundation aims to serve the public interest by:
a. providing material and immaterial assistance in and outside the Netherlands to people in need of help, in particular children and young people;
b. providing material and immaterial assistance to organizations that help people in need around the world;
c. entering into relationships with and providing assistance to organizations of a similar nature nationally and internationally;
d. performing all further actions that are related to the foregoing in the broadest sense or that may be conducive thereto.

The money is spent, whether or not in kind, on the needs of individuals or organizations that meet these needs for individuals:

Asset management:
The assets of the SUR Foundation are generally spent to achieve the objectives of the SUR Foundation. The Foundation will not hold more assets than is reasonably necessary for the continuity of the intended activities for the purposes of the Foundation.
The SUR Foundation (read: treasurer) keeps records. From this administration you can determine, among other things, what amounts have been paid (per director) in expense reimbursements, what amounts have been spent on raising money and managing the foundation. This also applies to all other costs, regardless of the nature and size of the foundation's income and assets. We emphasize once again that the directors of the SUR Foundation are committed voluntarily and do not receive any remuneration/compensation for their board work. In the case of expense reimbursement, this will at most include any travel expense reimbursement incurred. No attendance fees are paid.
Spending:
The Foundation will not hold more assets than is reasonably necessary for the continuity of the planned activities for the purposes of the Foundation. Income from the SUR Foundation consists of many (one-off) donations and gifts from donors. If desired, we will keep donors personally informed of their donor's spending.
Individuals and organizations can appeal to the SUR Foundation for a (financial) contribution. In that case, they must complete an application form. Interim and afterwards, they must justify the expenditure of this contribution substantively and financially. (See application form attached).
Budget and annual accounts:
An annual plan and budget is drawn up for each calendar year, containing the estimated costs for activities, maintenance and depreciation of instruments and materials, personnel costs, compensation for volunteers and expected income. (See budget 2024 as attachment).
At the end of the calendar year, the treasurer closes the books. The annual accounts are drawn up from this. The board assesses and checks the documents and discharges the treasurer after approval. The annual accounts are published annually before April 1. This is public and can be requested at any time.
If the SUR Foundation is dissolved, the board will, in accordance with regulations and the articles of association, indicate to which institution the positive balance will be spent for the same purpose (see the articles of association as an appendix).
Communication:
The foundation regularly publishes what it is working on on its website. Any donor or relevant institution/body can ask for its policy plan and annual financial report. After ANBI status has been obtained, it will also be published on the website, if required.
Cooperation:
Collaboration with other parties and individuals is important to the SUR Foundation. We like to invest in sustainable trust and see self-organizations and professionals as partners in supporting vulnerable people in the world. We like to actively seek each other out to start with accessible, informal contact and joint activities.
Organization:
The SUR Foundation has a board and the board is responsible for a healthy financial policy. The tasks involved with regard to finances include:
a. draw up a budget every year
b. adopt and approve annual accounts at the end of a calendar year
c. managing the resources
d. spending the resources and providing new facilities
Tasks and powers of the SUR board.
1. The board of SUR has overall final responsibility for the management of the foundation, general policy, the quality of the activities and business operations.
2. The SUR board determines and monitors the identity of the foundation.
3. The SUR board makes decisions regarding determining the general policy and changes to the basis and objective of the foundation.
4. If necessary, the SUR board will appoint a director.
5. The SUR board adopts the budget, the annual accounts, the annual financial reports and the annual social report. The annual accounts are submitted to an accountant appointed by the SUR board for adoption by the SUR board.
6. The SUR board determines the strategic policy plan.
7. The SUR board determines the organizational model.
8. Based on the strategic policy plan, the SUR board annually adopts a plan for the policy areas:
i. management
ii. organization
iii. finance
iv. housing
v. contacts with other organizations and individuals
9. The SUR board monitors and checks the policy on the basis of the management reports issued by the director.
10. The SUR board conducts performance and assessment interviews with a potential director every six months.
11. The SUR board decides on objections and complaints.
Duties of the Chairman/Vice Chairman
1. The chairman ensures that the board functions as a team.
2. The chairman maintains contact with the director of the SUR.
3. The chairman chairs the board meetings and signs the minutes and the annual report with the secretary, after these have been adopted by the board.
4. The chairman determines the number, location, day and hour of the board meetings in consultation with the director, with whom he also draws up a draft agenda.
5. The chairman prepares the meetings in consultation or in collaboration with the director.
6. The chairman ensures strict compliance with the articles of association, the internal regulations and any other regulations.
7. Without prejudice to the authority of the board, the chairman represents the foundation in and out of court together with another board member.
8. The chairman ensures that the budget for the coming year and the accounts and accountability for the past year are discussed as soon as possible in a board meeting. If the board members are not sent a copy of the budget and the accounts, they must be given the opportunity to inspect these documents in advance on the spot, to be determined by the chairman.
Duties of the Secretary
1. The secretary drafts the annual report and presents it to the board at least fourteen days before the annual meeting.
2. In the absence of the director: The secretary receives and conducts correspondence from the foundation and brings the relevant information to the attention of the members of the executive board and the other board members.
3. The secretary ensures compliance with the schedule of resignation of board members drawn up by the board.
4. Without prejudice to the authority of the board, the secretary and, in his absence or absence, his deputy, represents the foundation in and out of court together with the chairman.
5. The secretary is responsible for:
a. Reporting changes in the board to the foundation register;
b. Keeping the archive documents in an orderly condition.
6. The secretary, by order of the chairman, convenes the meetings of the board and executive committee, in accordance with the articles of association.]
7. The secretary prepares the meetings in consultation or in collaboration with the chairman.
8. The received documents are submitted by the secretary at the board meeting and, if desired, read out.
9. The secretary is responsible for drawing up the minutes.
Duties of the Treasurer
1. The treasurer manages the foundation's assets on behalf of the board, collects the funds and makes the payments.
2. The treasurer is responsible for accurate accounting and ensures that supporting documents are available for each payment. Required funds are deposited into a giro or bank account through his care.
3. The treasurer shall at all times provide the board with access to cash and documents that are necessary for financial management.
4. The treasurer draws up the budget for the coming financial year and submits it to the chairman before October 1.
5. He must also submit to the chairman before April 1 the draft of the accounts and accountability for the past year, adding an accountant's report. The board ensures that the treasurer has a written power of attorney in connection with the performance of his duties.
